Delhi Police’s Special Cell has foiled two planned gangland executions and arrested two alleged sharpshooters linked to the notorious Tillu Tajpuriya gang, exposing an international criminal network that continues to fuel the bloody rivalry between the Tillu and Gogi gangs despite the deaths of their founding leaders.
The arrested accused, identified as Jatin (24) of Sultanpuri and Vinay Mann alias Bittu (33) of Alipur, were allegedly preparing to eliminate key members of the rival Gogi gang under instructions from gang leaders operating from abroad. Police recovered two firearms, seven live cartridges, and a mobile phone allegedly used to communicate with overseas handlers through encrypted voice applications, said DCP Narra Chaitanya (Special Cell, Northern Range).
Officials said the operation has prevented what could have been another deadly chapter in Delhi-NCR’s long-running gang war.
Month-Long Surveillance Leads to Breakthrough
The arrests were made on June 8 by a Special Cell team led by Inspectors Anuj Nautiyal and Chandan Kumar under the supervision of ACP Rahul Kumar Singh.
According to the DCP, the Special Cell had received intelligence inputs indicating that absconding members of the Tillu Tajpuriya gang, currently based overseas, had tasked local operatives with tracking and assassinating prominent members of the Gogi gang.
Acting on the information, police launched an intensive month-long surveillance operation, monitoring suspected gang members and activating a network of informers to identify those conducting reconnaissance of potential targets.
The breakthrough came when police intercepted Jatin while he was allegedly on his way to carry out one of the planned attacks. A sophisticated pistol loaded with five live cartridges was recovered from his possession.
During interrogation, Jatin allegedly revealed that he and other gang members had spent the previous month gathering intelligence on Gogi gang operatives and planning targeted killings under the directions of foreign-based gang bosses.
His disclosures led investigators to Haridwar, Uttarakhand, where Vinay Mann alias Bittu was arrested. Police recovered a revolver and two live cartridges at his instance.
Revenge, Blood Feuds and Gang Loyalty
Police investigations have revealed that Vinay Mann’s entry into the criminal underworld was allegedly driven by a personal vendetta.
His father, Devender Singh, was shot dead in 2017 after being suspected of acting as an informer for the Tillu gang. Investigators claim Vinay believed members of the Gogi gang were responsible for the killing and subsequently aligned himself with the Tillu faction to seek revenge.
In 2019, he allegedly participated in a conspiracy to kill a Gogi gang associate whom he suspected had informed gang leaders about his father. The intended target survived the attack, and Vinay was later arrested before securing bail.
Decade-Long Gang War Continues
The bitter feud between the Tillu Tajpuriya and Gogi gangs has terrorised Delhi and neighbouring regions for more than a decade.
The rivalry dates back to 2014 and has resulted in multiple murders, attempted killings, and violent retaliatory attacks. Even after the deaths of gang leaders Tillu Tajpuriya and Jitender Mann alias Gogi, their followers have continued the cycle of revenge, often operating under instructions from handlers based outside India.
Police officials said the latest arrests highlight how foreign-based gang leaders continue to control criminal networks in Delhi through encrypted communication platforms, directing extortion rackets, targeted killings, and the recruitment of young operatives.
Criminal Backgrounds
Investigators said Jatin, a Class X dropout, allegedly drifted into crime at an early age and became associated with the Tillu gang through local contacts. He is already facing cases related to murder, attempted murder, and illegal possession of firearms.
Vinay Mann, who studied up to Class XII and completed a correspondence diploma in Computer and Communication, also has multiple criminal cases registered against him, including attempted murder and Arms Act violations.
Larger Network Under Scanner
Police believe the arrests have dealt a significant blow to the operational network of the Tillu gang and may help uncover deeper links between local criminals and overseas gang leaders.
“The operation not only prevented planned killings but has also provided crucial intelligence about the functioning of organised crime syndicates operating across borders,” a senior police officer said.
Further investigation is underway to identify additional gang members, financial channels, and overseas handlers involved in orchestrating criminal activities in Delhi-NCR.
